How To Properly Hang Frames From Picture Rail Molding? -- Good Questions

Pin it Q: Hi! I have picture rail molding all over my turn-of-the-century apartment, and my landlord prohibits hanging directly on the walls because they're so old/don't have studs. I bought sturdy gallery wire and hooks to hang my pictures from the molding, but they all hang down from the wire in mid-air (see picture)! What am I doing wrong? Some of the frames with wider bases rest flat against the wall, but the others just hang about an inch or two out from the wall and wobble with the breeze....
